Scenario 1 and Scenario 2 are considered to happen concurrently in this campaign. This means that, as a baseline rule, units and JCCs assigned by the USMC and PLANMC players to one scenario are not available for the other.
As a campaign, the results of each scenario will carry over to the final scenario. This means that units destroyed in “Black Flags Over Singapore” or “Stepping on Scorpions” will not be available for the final scenario, “Taal’s Wrath.” Players that are careless or profligate with their forces will find themselves poorly positioned to win in the final scenario.
Based on each player’s success (or not) in Scenarios 1 and 2, there is some opportunity to reposition forces from one map to the other for Scenario 3 (“Taal’s Wrath”). But this opportunity has limits—thus players should use forethought regarding what force mix they might need in Scenario 3. The time-distance challenges of operating across the SCS mean that forces deployed to one area of operations simply cannot rapidly shift to another.
USMC and PLANMC players should thoroughly review the details of Scenarios 1 and 2 prior to finalizing their unit assignments to each scenario.
The USMC and PLANMC teams have access to all units from their respective tables of organization.
Each team will divide their units between Scenarios 1 and 2, and track in detail which units are assigned to each. Because the results of Scenarios 1 and 2 carry over into Scenario 3, detailed unit tracking is vital for the full campaign experience.
Teams are not required to use every single unit in Scenarios 1 and 2. Any units not assigned to those scenarios are considered in reserve and can be assigned based on scenario details for Scenario 3.
Each team will also divide their JCCs between Scenarios 1 and 2 based on their pre mission planning assessment, following any constraints or “free JCC” options described in the respective scenario materials.
USMC and PLANMC players should ensure that only units which survived Scenarios 1 and 2 are prepared for deployment in Scenario 3.
Units will remain on whichever map they were deployed to in Scenarios 1 and 2, unless redeployed via local influence point expenditures (described below).
All units are restored to full HP strength and full supply values.
Any units that were “in reserve” (not deployed to either Scenario 1 or 2) may be assigned to task forces on either map as the team desires.
All JCCs are recycled back to the starting decks of both teams. Each team begins Scenario 3 with the full selection of JCCs available for assignment during the Planning Stage.
A key feature of this campaign is that in addition to casualties carrying over from Scenarios 1 and 2, the USMC and PLANMC teams’ success in gaining “local influence” carries over as well. This section will describe the impacts that local influence tallies have on pre mission planning for Scenario 3:
How “local influence” tallies are calculated is described in the Objectives section of Scenarios 1 and 2. As noted in each scenario, local influence tallies are carried forward on the maps in which they are earned—players must accurately annotate and separate their tallies from “Black Flags Over Singapore” and “Stepping On Scorpions” to properly set conditions for “Taal’s Wrath.”
As each team begins their setup for Scenario 3, they should review their local influence tallies for each map—Luzon and Malacca—and then determine how they will “spend” their influence for the final scenario. Each team will make these decisions secretly, and then reveal them simultaneously before deploying units and selecting JCCs for Scenario 3.
Options for spending local influence points are as follows:
1 cube = 1 additional Command Point to be used for selecting JCCs on that map
In practice, this likely means using the additional Command Points for attached or persistent JCCs specifically assigned to one map (discussed further in the “Special Rules and Considerations” for Scenario 3
If the team chooses something other than an attached or persistent JCC with the extra Command Points, they should place that JCC facedown on the map from which they used local influence to purchase the JCC to make it clear that the effects of local influence remain on the map that generated it
2 cubes = +1 Influence on the Influence Meter on that map
3 cubes = may reassign 1 unit from a task force on the current map to a task force on the other map
Once teams have finished their influence expenditure decisions for each map, they will reveal to each other the results of their decisions:
Teams do not have to reveal what JCCs their additional Command Points purchased, but they must note how many local influence points they spent in this fashion.
Teams do not have to reveal specific unit(s) redeployed to different maps, but must note how many local influence points they spent to do redeployments.
Teams will reveal how many local influence points they spent to shift the Influence Meter on each map, and cumulatively add/subtract to make the final determination on where the Influence Meter will start on each map at the beginning of Scenario 3.
Local influence points can only be spent during the Planning Stage of Scenario 3. Any local influence points not spent prior to turn 1 of Scenario 3 are lost.
